3l. Solid Waste Regulations

In the 1980s, North Dakota Solid Waste Management Rules were developed for coal ash landfills. The requirements include regulations on the location of a landfill, allowable liner types, groundwater protection and monitoring, operating standards, and financial assurance. Financial assurance means there is money set aside to ensure that all landfills will be returned to their original condition. All the landfills in ND coal country abide by state permitting and state requirements for liners, groundwater monitoring, and financial assurance. 

In 2015, new federal rules affecting solid waste were implemented and added another layer of regulations over the existing rules.
